On February 5, 2025, the groundbreaking ceremony for Cebu's new international container port (NCICP) was officially held in the Tayug area of Consolacion, Cebu. With an investment of PHP 16.93 billion, this project will not only enhance Cebu's global connectivity but will directly benefit neighboring areas such as Mandaue City, Lapu-Lapu City, and the Mactan Economic Zone. According to the Philippine Department of Transportation's planning documents, once completed, the maritime transit time from Cebu to the southern ports of Luzon will be reduced from 48 hours to 34 hours, and the time to the northern ports of Mindanao will be reduced by 40%, significantly improving the logistics coordination efficiency within the central Philippine islands. PART ONE

Cebu's New Port Construction: A Comprehensive Upgrade of the Central Logistics Network

The new port is designed with a 500-meter deep-water berth (draft of 12 meters), allowing for simultaneous docking of two 2,000 TEU vessels. The container yard has a capacity of 14,400 TEUs, with an annual cargo handling capacity of 375,900 TEUs. The port will be connected to the mainland by a 300-meter offshore bridge and a 1.365-kilometer inland road, approximately 8 kilometers away from Cebu's base port.

Strategically located in Consolacion, the new port will effectively divert 50% of the cargo traffic from the existing Cebu City port area. The Philippine Ports Authority (PPA) reported in 2024 that due to space limitations, the average container dwell time at the current Cebu port is 3.2 days. However, with automated equipment and a dedicated rail spur (connecting Cebu-Mactan Bridge project), the new port can reduce cargo turnover time to just 1.5 days.

Nearby agricultural exporters will directly benefit from the new port. For instance, coconut products from Bohol Island will see a two-day reduction in logistics time when exporting to Xiamen, China, compared to the current route.

Compared to the original transshipment routes through Subic Port, logistics time could be saved by several dozen hours, depending on the actual logistics path and customs efficiency.

  2. Activation of Small and Micro Enterprises
    Benefiting from the RCEP tariff advantages, small and micro enterprises such as coconut product processing plants in Leyte and handicraft workshops in Bohol can achieve cross-border logistics efficiency to China, Japan, and Korea within 72 hours (according to pilot project data from the Philippine Department of Trade and Industry). For example, the full-chain cold chain transportation time for Bohol’s chocolate exports to Osaka, Japan, will be reduced from 5 days to 3.5 days, lowering product loss by approximately 40%.

  3. Infrastructure Synergy
    With the ongoing construction of the Cebu-Bohol Cross-Sea Bridge, the new port will become the central node connecting the central Philippine islands, expected to drive a 2.1% annual GDP growth in underdeveloped areas such as Western Negros and Siquijor Island.
